California cannabis regulator to waive social equity license fees

California’s Department of Cannabis Control released proposed emergency regulations Friday to provide licensing fee waivers to cannabis business applicants statewide who meet the regulation’s definition of social equity applicants.

According to the text of the regulation, equity applicants are those who, in some way, were harmed by the war on drugs launched by President Richard Nixon in 1971. This can include those with previous cannabis convictions or arrests, residing in a reduced income area or an area disproportionately impacted by past criminal justice policies, and other criteria.
